At 29 million trips, 2013 saw the highest number of inbound visits to Russia over the review period. Arrivals keep showing double-digit growth in Russia. First of all, this is a result of the aforementioned federal target programme called Domestic and Inbound Tourism Development (2011-2018). Active promotion of Russia as a travel destination influenced the growth of arrivals. A number of sports events of global importance such as the Winter Olympic Games in Sochi, World University Games in Kazan, Formula One race in Sochi and others positively influence growing interest in Russia as a destination country. However, Russia still faces problems with less than optimum tourism infrastructure in the country.
Lack of budget hotels, information centres and other tourism service are still considered to be significant drawbacks for the development. Moreover, many inbound visitors especially those from countries outside of the CIS region and Baltic States still perceive Russia as a beautifull and its two largest cities Moscow and Saint Petersburg have well-earned reputations as expensive places in the world.

The main determinant of the capital of the country, which has a large historical, architectural and social-political value. Usually referred to as the Kremlin, is a fortified complex at the heart of Moscow, overlooking the Moskva River to the south, Saint Basil's Cathedral and Red Square to the east, and the Alexander Garden to the west. It is the best known of the kremlins (Russian citadels) and includes five palaces, four cathedrals, and the enclosing Kremlin Wall with Kremlin towers. Also within this complex is the Grand Kremlin Palace. The complex serves as the official residence of the President of the Russian Federation. Up to the 14th century, the site was known as the 'grad of Moscow'. The word "Kremlin" was first recorded in 1331 (though etymologist Max Vasmer mentions an earlier appearance in 1320). The grad was greatly extended by Prince Yuri Dolgorukiy in 1156, destroyed by the Mongols in 1237 and rebuilt in oak in 1339. Poklonnaya Hill was, at 171.5 metres, one of the highest spots in Moscow. Its two summits used to be separated by the Setun River, until one of the summits was razed in 1987. Since 1936, the area has been part of Moscow and now contains the Victory Park with many tanks and other vehicles used in the Second World War on display. Historically, the hill had great strategic importance, as it commanded the best view of the Russian capital. Its name is derived from the Russian for "to bow down", as everyone approaching the capital from the west was expected to do homage here. During the French invasion of Russia in 1812, it was the spot where Napoleon in vain expected the keys to the Kremlin to be brought to him by Russians.

If any proof is needed for the extravagance of Russia's Imperial rulers, then it can be found in the fact that, in less than two centuries, the Romanov Tsars established not one but two suburban estates - at Tsarskoe Selo and Pushkin - that, in terms of grandeur and excess, outstrip even Versailles. What is more, at Tsarskoe Selo, the 18th century saw the construction of two vast and truly exceptional palaces, both surrounded by extensive landscaped gardens with diverse and fascinating decorative architecture.
